[Torg] Possibility Spending

I do not disagree.  Still, what I said about 1.0 remains clearly true -
unless there is text in the rules I haven't seen.  So far I do not see
anyone disagreeing.

Jim is awesome, this isn't about that. This is about what 1.0 actually says
in black in white. ;)
