[Torg] New Basic Skills

A skill I have thought to add but have never had a chance to try out in
play is a Strength-based variant of Maneuver that was suggested by
someone on rpg.net back in 2004. Basically it treats wrestling and
similar forms of combat as a type of maneuvering, one that is based on
overpowering an opponent rather than outmoving him. It uses the same
interaction chart column as Maneuver and would work pretty much the
same way, just STR vs STR instead of DEX vs DEX.
