When one makes a charm attempt, I have always had the Charmer make a roll,
and the Charmee make a roll.

Is this in error?  Am I supposed to have been using the Willpower (or
Determination) value as the difficulty of the Charm attempt?  Does the
target of the attempt get to roll and add a bonus number to his defense?

If not, is that equally true when the NPC tries to charm the PC - the PC
gets no willpower roll?

Or have I been doing it correctly this whole time by letting both sides roll
for Bonus Numbers?
