Technically, Torg always works with just the Actor making a roll - unless the Target is aware of the attempt and wishes to make an Active Defence (in which case, and KJ will be able to confirm, they presumably get the usual minimum +1)
I wouldn't automatically allow a PC an active defence, but it might depend on how well they know the game. The way I run charm is to roleplay it out and then pass a note to the player if the attempt was successful. For a player to make an active defence, the *player* would have to notice during the role-playing attempt what I was up to, and make the appropriate declaration.
Hmm. Altho I might also allow them some kind of perception roll* to spot the attempt.
