Willpower is used as the DN of Charm and Persuasion attempts (p70-71
original rulebook). Targets do have the option of actively defending
against it (p57).

For simplicity's sake, I usually don't have resisting NPCs generate
Willpower totals, I just worsen their attitude towards the other
character by one step.
