I must admit to another set of heresies - there is no disconnection in my games, largely because it is set in a single cosm. I am not running the story of the possibility wars, but my own world(s) and stories, and as such am not using axioms, cosms, world laws, the Reality skill, Stellae, Eternity Shards, Darkness Devices, etc.
Furthermore, since the only power available to characters in this world are usually super powers, I am not using (classic) magic, miracles, psionics, or other power systems.
What I think I may do is actually link the bonus to the extra time taken on the value/measure chart, maximum of +6.
So since the chart reads:
(value)=(measure)
0 = 1
1 = 1.5
2 = 2.5
3 = 4
5 = 10
6 = 15
then perhaps a +1 would take 1.5 times the normal length of time, a +3 would take 4 times the normal length of time for such a skill check, and a +6 takes fifteen times longer than the normal skill check.
That should be mathematically consistent with Torg, shouldn't it be?
