[Torg] A little Aysle tweaking [my players-- keep out or your characters die]

In my version of Aysle, I have Thorfinn Bjanni/Angar Uthorion at the head of
the Army of the Dark, mercilessly crushing the Light beneath his Viking feet
and generally winning the Ayslish Civil War. Drakacanus has seen this and
decided to keep Uthorion as High Lord (by simply disappearing for a while
and then appearing before him). In my Aysle, Uthorion seeks to lower the
axioms of Aysle to better match those of the Sandanavian/Viking culture and
mythlogy that he's been immersed in as Bjanni. In short, he wants to make it
more Norse/Viking-ish and less high fantasy-ish. My questions are these:
1) Drakacanus is attuned to the form of Pella Ardinay (and thus Ardinay is
effectively an unwilling High Lord). Couldn't Drakacanus simply choose for
that restriction not to apply? DDs withdraw their power from High Lords all
the time; could one not argue that rakacanus could do the same (and then
appear before Uthorion/Bjanni as above)?
2) how much P-energy would Uthorion/Bjanni need to tweak the axioms to those
lower levels in a short period of time eg. six months, a year) (which are
themselves a matter of interpretation)? Could he do it based on his existing
supply (given he reclaims the mantle of High Lord)?
