I ruled that they could and basically Drakanus did so in my campaign.
However, I also rules that it took physical contact to bond with a new
high lord... so as long as the crown was in Oxford and no new zones
were created.. it was stuck there. If a new zone was activated then
Drakanus would use that zone to teleport to its new high lord. This
had the effect that each fo the wannabes were trying real hard to get
either physical access to the Crown, get access to remaining stelae
(most were held at Oxford also) OR activate new stelae which I had
required a high magic spell.

Basically if he wants to do it fast, he needs to plant a stelae per
axiom point he wants to move. I ran it that you basically burn out the
zone in doing so... but core rules don't say that.
