It could withdraw from Ardinay but as Smooge pointed out it would still
be stuck in Oxford. My view is that Darkness Devices cannot act on their
own, they must operate through a High Lord, so even if someone created
a new stelae zone it would not be able to utilize that new energy to
move itself away from Oxford, it would have to be attuned to a willing
HL first.
However, canon would suggest that it can in fact do that on its own,
since Drak simply disappeared from Oxford once it decided that the
Warrior of the Dark would be its new HL.

The only guidelines we have for HLs adjusting the axioms of their
realms is the rulebook's statement that a DD can bump an axiom up or
down by one point with the energy gained from the creation of a new
stelae zone "of maximum size". It also says that it normally takes weeks
to months for the change to manifest itself but it can be sped by
burning out some stelae - "Usually a High Lord must sacrifice an in-
place stelae for each point by which he is bumping the axioms". (p88
original rulebook)
Shortly after the Warrior of the Dark became Aysle's new High Lord
two of the small stelae zones in Scandinavia disappeared. While WEG
said in Infiniverse Update #2 that the WoD had them pulled up, not
burned out, if you viking HL is looking for some stelae to sacrifice
for axiom shifts the stelae in those two zones would be good for
that purpose since they were redundant and unnecessary in the first
place (maybe Uthorion put them there planning for just such a use?)
