[Torg] More shtuff: NPC levels

Along these lines, "The Character Collection" supplement contained
some basic rules for building 'advanced characters', both PC and NPC
though only of the P-Rated variety. It didn't have any guidelines
for building characters inferior to a starting PC.

It's a point based system, you get a number of points based on broadly
defined experience levels and the type of action the character is
supposed to have gone through (for example, foiling major plots of
the HLs is worth more than a career of running supplies to resistance 
communities.) Then starting from a beginning PC writeup (66 attribute
points, 13 skill adds + tag skill) you spend the points to raise
attributes and skills, buy new skills and get 'special stuff' (spells,
gadgets, cyberware, etc).

I remember trying it for a couple of NPCs but eventually I just went
back to eyeballing what I thought the character should have rather
than trying to build one from the ground up. I don't remember if I
ever had players try it out to make experienced PCs.
