Yep, the idea is indeed to go Puritan.
However ... a competing idea is to stick within budget.  That "money" thing can be as important as that "realism" thing.  :)

I would definitely go with boots or old-fashioned buckle shoes. As for pants, try finding some slacks or other 'straight pants'. The idea is to go with the Puritan-style look, right?

I can't locate a dragon's head cane, so I'm having to make-do with the wolf's head.  My in-character rationale, should any ask (as some of my campaign's players may) is that the Carredon is dead and I've found a new champion (hint, hint, cough*Kurst*cough).  I couldn't find a swirly small, round "eternity shard" so I figure a TORG die will do the job.  :)

I'm not sure what else to do beyond this.  The clothing is quite black, just about all the same shade.  I am not sure what sort of Puritan-style or Victorian-style touches to put on it.  I don't think the top hat is exactly right for ol' GMs hat, but I don't have anything closer.  Most of these items I am obtaining from Spirit (the online Halloween store).  I do have a bit of a budget constraint.  :P
