You mention shopping at the online Spirit Halloween store - they have a
Pilgrim costume which covers almost all of these elements (it's what I
was going to use as the foundation for mine):

About all it needs is for the white bits to be dyed black, black instead
of white stockings and some pilgrimish shoe buckles to go onto your own

Though if the pilgrim costume is outside your budget, at least shop
around for a pilgrim hat instead of a top hat. A quick googling turns
up a number of costume stores with them for under $10.
