I don't know if there's much you need to limit, it's not like we place
limits on using a katana instead of a fist with martial arts, and an
average guy with a katana will have the same DV as he would with a
9mm pistol. Or for that matter, an average guy with a modern compound
bow has the same DV as with a 9mm pistol.

Maybe there could be a discipline which gives you modifiers to offset
the penalties for shooting two guns at the same time?

Not sure what you mean by sensing ability. I did come up with a couple
of improved perception disciplines in the rewrite on my website. There's
Weakness Probe in the Nippon Tech book and Eye of the Hawk and Judge
in the Tokyo Citybook.
