[Torg] psionics

I won't go into the full argument, but these are the considerations
that led some people (myself included) to suggest that Psionics should
have its own Axiom. Psionics in Nippon is contrary to the genre of
Nippon Tech, as it makes it hard to plot against the company when
there are psychics who can root them out. Also, it's entirely possible
to imagine a culture with a lower Social than 21 but with a vibrant
Psionic culture.
