[Torg] social axiom

 to my mind you could ditch the social axiom and replace it with one or two  
appropriate world laws in the realms most affected by the social axioms. which 
 brings me to another thought and i hope this one isnt as contraversial as  
psionics. couldnt martial arts by coverd by the rules in the same way pulp  
powers are? currently they arnt governd by axioms but 2 realms have them. so  
couldnt martial arts be coverd in thee same way? nippontech gets the best m.a.  
living land gets none and the rest fall somewhere inbetween with limited  
access?
