The Social axiom tends to be seen as unimportant because it does not
provide many tools which have an impact on the level that PCs operate
at, it helps define cultures rather than give characters toys they can
play with like the other three axioms.

Its usage is also minimalized by the fact that most of the published
realms have Social axioms which do not vary much from each other so
there's fewer opportunities to show differences. The Living Land, Land
Below and the Space Gods are the only published realms not within a
narrow four point window in the middle of the Social axiom chart, and
the majority are actually within a much narrower two point range of the
chart. If they were spread out more it would be somewhat easier to
illustrate the differences that can be created by different axiom
levels.
