[torg] High Lord Points System?

We considered using it (or something like it) to have a group of players actually playing High Lords in a campaign where there was a separate group of players. But we lacked the resources and time to fully pull it off. It was spiffy idea (we thought), but RL got in the way of a good idea.

Looks like no one's tried it.
I considered it when I started up my last campaign (lo these many
years ago) but came to the conclusion that it's a bit too mechanical
and also not really defined well enough to be that useful. For example,
what exactly does a High Lord get by spending a point on "defending
stelae"? Is that stelae singular or stelae plural? And the example
uses "stelae areas", does that mean the HL is defending the entire
stelae zone and not specifically the stelae? In the end I decided
that it'd just be easier to plot things out the way I thought would
tell a better story than to count points and micromanage what my HLs
could be doing each month.
