I think the story goes that the Gaunt Man got stuck in the Maelstrom and
Heketon pulled its vanishing act before any plans to occupy/control
those zones went into effect. Note that the Worldbook also shows a lot
of Mixed zones in Orrorsh, additional areas where the Orrorshan
influence wasn't as strong as a HL/DD would normally want in place.

Why Gaunty didn't fix this problem after breaking free of the Maelstrom
(IU#2 and #3 both show the continued existence of CE Dominant and Mixed
zones) is one of those great unanswered questions about the Possibility
Wars. (The most likely answer is WEG wasn't paying enough attention....)
