[Torg] Spirit Axiom and Cross-Cosm Mythos?

So then, I guess we need to go with the idea that all cosms are by nature
pure zones, and then according to Torg, without a Reality Bubble no miracle
caster can do so in a Spirit:27 cosm apart from the miracles that are
native.
Do I have this right?
If so, this makes any character that depends on Miracles basically avoid all
cosms with spirit axioms of 27 or higher life the plague.
Is this intended?
If so, I personally think that it would be better to simply assign a penalty
to miracle use of +3 or +5 with 27 or higher cosms.
