My guess is that it might have been because well none were ever
created. Another long ago many gigabytes of threads message is the
fact that Spirit/Magic axiom pretty much is stuck with stuff below 18
because it was never fleshed out in the first place what it would be
like above that. This lack of 'fleshing' out made it basically that
everything afterwords became a
Spi 17
Mag 12+
Soc 17
Tech : whatever

Actually if I were doing a complete do-over, I would go with a penalty
of +1 for every axiom above 21... with a split of the axioms into
None 0
Low 1-10
Mid 11-20
High 21-30
Infinity+0 / Class 1000 31
Infinity+1 / Class 3000 32
Infinity+2 / Class 5000 33
Basically anything above 30 is not going to fit into the regular
rules... <GM BEWARE> while stuff in the others would be more filled
in.
I would then work out a standard mechanism of rules for Low/Mid/High
interactions between cosms. That would probably move cosms around with
say Living Lnd being 27-30, Nile and/or Aysle low 20's,
Cyberpapacy/Orrorsh about the same, and Core Earth/Nippon about the
same.
