Not quite. Most cosms are primarily pure zones but it is possible for
small dominant zones to be found in them. (Core Earth is the reverse,
primarily dominant with small pure zones, thanks to its abundance of
P-Energy.)

And it'd be Spirit 23, not 27, that puts the kibosh on things since
that's where all non-dominant mythos miracles become contradictory.
