It would not since backlash is strictly speaking not fatigue damage.

However, hit a TOU 7 magician wearing heavy armor with just one Fatigue
result (fairly easily done with a Maneuver) and a moderate amount of
backlash damage could then be sufficient to take him out through shock
damage.
