[Torg] Skill Challenge

I was browsing some old WEG forum threads and came across one discussing
mass combat. As a subscriber to DDI I remember a recent article about how to
use 4E D&D's Skill Challenge system for mass combats, and more specifically,
the (major) effect PCs have on them. This got me thinking, could TORG
utilize D&D's skill challenge system, or a modified version thereof? It's a
skill based system, after all, and something like that could potentially
make it much easier to resolve non-combat situations for when we don't want
to (or can't) just roleplay the whole thing.
For those who may not be well versed with the new edition of DnD, i'll try
to briefly describe the skill challenge system.

Essentially, a challenge has a Complexity, a Difficulty, Primary and
Secondary skills, and Consequences for both failure and success. As the
challenge progresses, characters use the primary skills against difficulties
determined by the difficulty of the challenge, and if successful, gain a
Success, where as if the fail, they gain a Failure. If they accrue a number
of successes based on the complexity before they accrue 3 failures, then
they win, otherwise, the lose. Secondary skills usually don't grant
successes or failures, but instead grant bonuses or penalties to primary
skills. It's also advised to let players use skills other than the
specifically planned in ones, if they can explain how that skill will help
the situation, with the GM determine the effects it might have.

I realized, shortly after writing half of that, that we already have the
multi-step skill thingy from the drama deck (i forgot the actual name),
which could accomplish many of the same purposes, however, I feel the two
would do so differently enough to at least potentially warrant using both.
Also, the skill challenge might be easier if a group does not have a drama
deck.

Anyway, what do you all think of the idea? Do you think it would work or
not? Any ideas as to how it might be changed to more suit TORG? The skill
challenge system is my second most favoritest thing to come from 4E, and I
would love to see it gain use somewhere else, especially somewhere as
awesome as the game that is TORG.
