This is interesting. While I agree that it is not required, IMO if you
*normally* don't have at least one dramatic scene per session, something may
be wrong. On the other hand, we make our sessions and our Acts usually the
same. (As in we normally do one Act per session minimally, and each Act
really ought to (IMO again) have at least one dramatic scene. Not
necessarily a combat or physical scene, but one that is intense or important
enough to qualify as having significant dramatic import.
And frequently, when the pace quickens, I find having multiple dramatic
scenes per session not abnormal.

What about subplots, like Romance or Person Stake?

use a card to make them do something interesting with no purpose (not even
for its background), don't allow the card to be used, or allow it to be
used, and don't replace it."
That's not a good solution, to my way of thinking - too harsh and artificial
(especially the non replacement, unless you are going to make a hard and
fast rule for all.). And besides, as a player I never had any trouble
finding a minimally useful way to purge myself of a card:
Dex: "I vault over the table and (hopefully) look good doing it"
Min: "I try to sense if they are hiding anything"
Cha: "I try to charm them"
Haste: "I quickly interrupt them to."
.etc.
No, an unavoidable aspect (flaw?) with a drama deck is the concomitant
possibility of rewarding intelligent card manipulation and use.
