[Torg] subplots (was: Awards)

I allowed characters to have a subplot and a campaigned subplot going
at the same time, but never two regular subplots at the same time. I
don't know if very many of my players would have gone for it even if I
had allowed it, most of them didn't even take the opportunity to play
one subplot as it was, they'd immediately cash in subplot cards as soon
as they drew 'em.
