[Torg] Reality Adds to 0

While dealing with an invoked reality storm tonight where a player lost, this issue came up. Not sure why, since I would have thought a player might have lost a reality storm duel before. But oh well...

If you lose a storm duel "normally" your Reality skill adds go to 0. (I'm ignoring instant Transform here.)

1) When can you increase it to +1? Going through a potentially long adventure with 0 reality adds seems a bit... painful.

2) How much do you pay to increase it to +1? 1 for 1 add? Or 5 for a "can't be used unskilled" skill to purchase the first add?

(The latter seems to be literally how the rules work, but a little pricey.)
