Ooo, nasty possibilities there. :)
Let's see ... after a certain number of possibilities are tapped through the device, people in the area no longer can access the "roll-again" on a 10. Only with the 20 (and if they are skilled). After another number of possibilities has been tapped, then hero cards can't be played. After that, drama cards won't work. And, after that, glory cards can't be played. Someone will get the clue by that time, I'm sure. :)

My friend Del Webb (from way back at the beginning of the List, author of the Consilium Magica) did a writeup on such a phenomenon- the fragments of a destroyed DD. They lacked sentience, as the DD was utterly toasted, but could be "tapped" for PE like e-shards.
Something bad happened as a result of such tappings (the DD fragment took PE from the cosm, not from itself, like an e-shard does) but I can't remember the mechanics of this.
