Nobody else noted what you reference. You have gotten that idea from
misreading something that I did write. See my response sent Sunday, 12 July
2009 4:53 PM for details (plus my correction from a few hours later in which
I mention leaving out the word "not" in an critical sentence).

The stelae that maintain the artificial borders around a triangular,
stelae-bordered zone cost the DD PE to maintain. The zone itself does not
cost anything.
While the people and land in the bounded zone are still transforming, the DD
will gain PE by leaching it from that process. Once everything inside is
transformed, it won't gain energy from that any more. During an invasion,
this energy gain will be greater than the cost of maintaining the stelae.
When the time comes that there is too little gain to make a profit, when the
cost of maintaining the stelae network is greater than the PE gain from the
drain of the local cosm, the raid is over, pack up and go home.

It would lose PE, overall, if it had to maintain the stelae. However,
generally it doesn't have to maintain the stelae. After a raid is done, the
High Lord and Darkness Device will close the Maelstrom Bridge, shut down the
stelae network, and probably even retrieve many of the stelae for later use
in another raid. No stelae network means no cost.
And in the home cosm, there is no reason to construct a stelae network in
the first place. Again, no network means no cost.
