[Torg] stelae zones

I believe I read in past materials that there is a limit to how far above and below the stelae zones are bound.  If so (and i know my memory is like a steal trap... old and rusty that is) why are the storms only on the outside border and not enclosing above and presumeably causeing earthquakes below?  Then if there is no conflict above or below the stelae zones and none between the stelae bound region (of the same cosm of course) then if a zone is bound entirely by either pure or exhausted zone with no conflict with any 'alien' cosm wouldnt the HL be able to slowly shut down the exhausted zones as they advance out and they would stay transformed without the energy cost to maintain?
