Sorry. To respond more specifically. At least in the RE rules, while KJ uses the terms "area" and "stelae zone," he does indeed seem to use them interchangeably, rather than to use them as two separate terms.

However, for a specific reference that a story is confined to a stelae zone rather than an "area," see page 186 of the RE rules:

"...Storm Knights need to "plant" the stories of their Glory deeds before they can hope to uproot stelae without risking the people in the stelae zones."

"The rate at which a story spreads is random and unpredictable, but for each time a story seed is planted, the greater the chance that it "takes" and sparks the population of the "stelae zone."

For an example of the terms "area" and "stelae zone" being used interchangeably:

"If a story seed doesn't take in an area, it usually doesn't mean that everyone in the stelae zone will be killed when the stelae is uprooted." 

If "area" is being used by KJ as something other than a simplified/shorter term for "stelae zone," I can't find anything in the rules that clarifies what it then does mean. KJ can of course clarify. Or point out what I'm missing. ;)
