I was aware of the Central Fire example, but knowing that something failed doesn't necessarily indicate the right way of doing it. Whether Travis' or my conclusion was correction, the Central Fire operation would have failed regardless, and for the same reason.
It always struck our groups as a bit odd that the Cyberpapacy central stelae didn't eventually fall. it's such a small zone, with people in all the zones, that it seems that a Cyberpapacy campaign might have actually generated enough Glory cards to weaken all six stelae zones based on that central point. That central stelae must have been the most heavily guarded one on Core Earth.
