[Torg] WS Flaws

I wish you the best of luck with this. I set out 14 months ago to do
the same thing to the Magic system and I now have over 250 pages of
tweaks, adjustments, and new rules, and I'm probably only about half
done. But then again, I'm trying to create the ultimate sourcebook for
the Magic Axiom, so I would expect it to be a bit lengthy.
