[Torg] State Path and On-the-Fly

I can see applying the "fixed-value" system to on the fly design,
allowing pattern theorems only, but taking a penalty for not applying
the full time for observing the effects (or requiring all patterns to
be declared and then you get to roll on them for good or ill). There
are many ideas floating about, and it all comes down to how much
simplicity the system can handle while still being Torg.
