Because then it wouldn't be dramatic, would it? Seriously, though,
take someone like Wu Han from the Destiny Map adventure. he's been
hard at work since before Act 1 driving the adventure. It's not until
Act 3 that you get to see him, and that's likely to be in a position
where you're trying to sneak around and not be noticed by him. The
only time you are actually in a position to fight is in Act 4, where
he has you trapped. Does it really make sense to say that he had twice
as many as what is printed at the start of the adventure, but is "down
to" the published total when you fight him? That's nice flavor, but
only the GM gets to see that, so it's wasted. As a player, you only
care how many Possibilities Wu Han has *now*, when he's trying to take
away your clue to the next adventure.

If the GM wants to have a story like that, it's simple enough. But
forcing him to run through the encounters off-screen, away from anyone
else, just to see if such a story happens in this particular adventure
(where it may or may not be appropriate), is a bit much.
