I used to give 2 to 3 PP (depending on my perceived difficulty of the Act) to every player at the start of each Act that were only allowed to be used on actions in that Act.

Unused PPs could not carry over to the next Act.

If they wanted to spend more than those "free" PPs, then they'd use their own.

I found that it promoted spending of PPs during the game, which was what I wanted.

I found that players were less concerned about spending their future advancement, which was what I wanted.

It worked for our group.
