[Torg] Reality Storms (was metapower vs advancement, reconsolidation)

We've had a few try it. Here are a few of the more interesting results:
* One had a storm so large it ended up on the national weather reports.
* Another derailed the train they were on.
* A third managed to escape with just enough Possibilties to survive
the adventure.
* One hit the jackpot on one storm only to be transformed on the next.
* Yet another one got caught in someone else's storm and transformed
from werewolf to wererabbit.
With a little bit of creativity, you can achieve the desired effect of
an Invoked Reality Storm. In my case that desired effect is that using
this tool was seen as an act of desperation, usable only when no other
option is likely to succeed.
