I just skimmed through the forums and a couple of guides on creating 
rule sets and two things popped right out:

1.  It seems to use XML for UI-oriented stuff.
2.  It uses Lua as a scripting language.

I don't really feel like shelling out $40 myself, plus I have my own 
time-consuming project, but I can tell you two things.

1.  You can learn the basics of XML syntax in a matter of hours.
2.  Lua is easily the best scripting language I have ever had the 
pleasure to use and can probably be learned in a day.

Obviously you should expect a learning curve for the program and it's 
eccentricities (api and whatnot) itself, but I'd say if you have the 
ability to wrap your head around the math and charts of Torg you should 
have zero problems with XML and Lua.

Just wanted to toss some confidence out there. ;)
