We're talking single as multi-, not single as auto. Just to keep the terminology straight (as we get confused enough by it anyway :) ). Auto-fire is a different concept, at least in Torg terms. "Single Shot-as Multi" only applies to single shot weapons (i.e., weapons without a burst or full-auto mode). Ummm, right?
And in Torg, muzzleloading muskets and flintlocks only have an ammo of 1, so clearly you can't fire multiple bullets anyway and the Single as Multi- rule doesn't apply to them. :)
What non-ROF 1 weapons in Torg take more than 1 round to reload? It seems that ROF would be the limiting factor, not reload time. Something that has a ROF 50 but takes an hour to reload, seems like it would let you still take multiple shots until you run out of ammo.

Ah. Actually the sidebar on page 96 says it takes up three combat rounds' worth of ammo. So that answers that. :) Unless you have a ROF 2 gun, but presumably it then just uses up all the ammo, same as a ROF 3 weapons. Or it means you can't do it with ROF 2 weapons either.

I'm not sure I understand your response. In any realm we're not
suggesting you get more bullets, or combat rounds worth of shots, or whatever,
then what the gun actually has. Only asking if you can One-on-Many and
Single-as-Multi up to your ammo limits (and presumably as long as you use at
least 3 combat rounds worth of ammo per target in the One-on-Many).
