Primarily the already mentioned literally single-shot weapons like
flintlocks, muskets, etc. Basically almost all firearms below Tech 19
and some early Tech 19 ones (the chassepot rifle in the Kanawa Personal
Weapons supplement for example) can't do it. And of course any modern
weapons which only have an Ammo of 1 such as the KPW's Pardinni Fiocchi
pistol.

Just to be nitpicky, the Desert Eagle has Ammo 6, there is no ROF value
in Torg writeups. As also already mentioned, the ammunition sidebar on
p96 says that SFaM uses up three normal combat rounds of ammo, so for
the Desert Eagle that's three bullets.

Hm, I thought I'd explicitly gone over that in the R&E but it doesn't
look like I did. I did note on p95 "Characters using two semiautomatic
or automatic firearms at the same time will often combine this option
with the 'Single, Burst and Automatic Fire' option found later in this
section." so I intended to but maybe I figured it was obvious and didn't
need explaining. Yes, two guns plus SFaM is a +5 DV bonus.

Theoretically you should only be able to hit as many targets as bullets
you fire, so with SFaM you'd be limited to three combat rounds worth of
ammo so three bullets = three targets in the case of a pistol. If you're
firing two pistols at once you could increase that to six targets. But
every now and then you see in adventure fiction heroes hitting more than
one target with a single projectile so I'd say it's okay for GMs to
allow for OoM attacks to be made on more opponents than projectiles the
character can shoot in one round. Just be sure to add an appropriate
penalty on top of the OoM. ;)
