[TORG] Lower limits of modification

The rules for magic list the upper limits of modification, but say
nothing about the lower limits. In such a case, this should be left to
the community at large to decide, so I am asking to get a general
sense of the community's thinking.

How low can a spell lower an attribute and still have the spell be
considered a modification? For example, the Snail Wit spell out of
Pixaud's can lower a person's Perception to zero if it began at 6 or
less. Does that make it a transformation, or is this a modification?
What about a spell that has enough effect value to lower an attribute
to zero under most circumstances?
