Your logic is sound, but the writers of Torg didn't explicitly state this, identify it or explain it. It was buried. I mean, even though many different people have had a problem with this issue and have proposed solutions for it, none of them has identified this specific solution (so far as I know), not even to declaim it.

That the solution has more rules support than I knew of, is gratifying. Thank you for pointing that out.

Truly, I don't think this is a radical change to Torg, and it isn't intended to be. It's intended to clarify a situation that has been a stumbling block for many people. It's intended to reinforce the already-extant game, not undermine it or revise it.

The fact that this solution is obvious, in retrospect, just identifies how right it is. It is right for this to be true in Torg. It makes sense. It was implicit in the material, most of us (me included) took stabs at it and got near the mark, it just hadn't been exactly identified and formulated before now.
