I used to cover this kind of attack with Single Fire as Multi rather 
than a MoO, but I was treating it as a regular combat action rather 
thaqn a martial arts maneuver. For a major discipline I suppose getting 
an action bonus as well as a damage bonus isn't out of line.

That seems a bit contradictory to me - there's multi-action penalties 
but it's considered one attack/action? From what you say later it does 
count as a multi-action so what does the bit about it only being one 
attack mean exactly?
