I might go with Spirit instead of Mind, but it could go either way.

Overall it looks workable, the only thing I can remember that doesn't 
appear to be covered was Romana trying several different appearances 
before settling on one when she voluntarily used up a regeneration 
simply because she felt like it.

While not necessarily part of the skill, wasn't there also something 
about a room in the TARDIS which made the process easier for Time Lords?
