I'm not Sam, but I think that might be what he was wondering about with
regard to eliminating the Multi-Action penalty. What I *think* he's saying
is that if MTW is used to attack multiple targets, the normal One-On-Many
penalty applies *to that attack*, but for the purpose of performing multiple
actions in one round, it only counts as a single action. So if the MA wanted
to do an Active Dodge and throw shuriken at 4 targets, he could take a -2 to
Dodge and -4 to the MTW attack, and then add on the -2/-4/-6 penalty for
attacking four targets. Assuming he had enough adds in MA to allow at least
2 shuriken to be thrown at each target, he'd then also get the Many-on-One
bonus for that. Mathematically, I don't know if that really helps him much,
at least in this example. He'd probably be better off taking the penalty for
5 actions, and throw his full MA adds worth of shuriken at each target.

Ahah! That's right, I used a slightly modified Hail-of-Blows discipline. I
don't have Nippon Tech with me, so I can't check the mechanics right now.
Might also want to look at adapting Lightning Fist. And Single Fire as Multi
with thrown weapons works well for me, particularly when combined with
Lightning Fist/Hail-of-Blows.
