[Torg] Core Earth World Laws

I'm revising my Core Earth world laws to take into account some ideas I only recently codified. In looking over my notes, I realized that much of my material duplicated work you had done with your Core Earth World Laws. More, you had thought through many concepts more thoroughly than I have yet, and you provided additional mechanics to represent these concepts.

Without borrowing wholesale, I'd like to include concepts and mechanics from your World Law rewrite. I thought it best to ask permission first, rather than just appropriate the material wholesale.
