The main flaw I see here is a different metaphysical one than what 
others have brought up - using one of your own World Laws in a foreign 
reality is a contradiction. So if I'm a Core Earther attuned to Aysle's 
Magic axiom and I use that while in Aysle to cast a spell that's Magic 
axiom 10, it's a 1-case contradiction (use of CE WL in Aysle) for that 
spell to not be a contradiction.

The only place this WL would work entirely as written is in Core Earth 
itself where of course it's not going to be a contradiction for CE 
character to use a CE WL. But go anywhere else and the the WL being a 
contradiction essentially eliminates its own usefulness.

(Though perhaps not entirely. Consider our Ayslish-attuned Core Earther 
casting his Magic 10 spell in Nippon Tech. The spell is a one-case 
contradiction to NT and the CE WL is a one-case contradiction to NT but 
because the spell is not a contradiction to the CE character it is not a 
four-case contradiction to cast it in Nippon Tech, it is only a one-case 
contradiction.)
