It appears to be modeled on the R&E's suggestion (p121) of using DSR to 
randomly determine a number of combat rounds that pass before some event 
happens, though it also assigns events to each step as if it were a 
regular DSR but without requiring a successful skill check of any kind 
before proceeding to the next step.
