That's how I would handle it too.  Actually, FATE aspects in this context sound similar to the advantages I have been tinkering with for alien species in my Star Sphere rewrite.  Now I'm leaning toward merging the two together as follows: 

The character gains +3 to certain actions (to be determined by the focus of his particular aspect).  For each time an aspect is invoked beyond the first per scene, an opponent may exploit the character's aspect to gain +3 against him.  Optionally, the character may spend a possibility to counter an opponent's bonus gained in this manner, so long as he is aware of the opponent's action against him.

Example: Kumazots (a peevish, bat-like species) have a cultural tradition/practice known as the Life Enemy.  A Life Enemy is a character or group against which a Kumazot holds a persistent and smoldering grudge; this grudge often manifests as nettling and impeding the Life Enemy over an extended period of time, rather than trying to killing the enemy outright.  A Kumazot may invoke his aspect to gain +3 to actions that harm or impede his Life Enemy, but if he becomes too focused on his vendetta he becomes vulnerable to enemy action against him (+3 to an action against the Kumazot for each +3 he invokes against his Life Enemy beyond the first per scene).

How does that sound?
