One comment I have is that it's not clear where psionics come into the social axiom. Indeed, reading through what you've done, I have for the first time in my Torgian life started to consider whether, indeed, a psionic axiom is needed. It doesn't necessarily feel to me that psionics is a natural consequences of the social advances as described - some collaborative and telepathic aspects of psionics perhaps, but not the more assertive psychokinetic forms. Then again, I like the balance that ascribes one "power" to each axiom. 
 
I confess, it rather leaves me in a quandry. Short of the futility of me trying to persuade everyone that psionics is just a form of magic, what rationalisations do people have for psionics sitting side-by-side with social advancement?
