Ignoring for the moment the "how far beyond our grasp"/"how old is this
stuff" issues you raise, what you write here calls to mind another way in
which the "quantitative" nature of the original axiom charts shows up in the
game.
There are limits placed on axiom shifts. Tech and Social local axiom shifts
are 1 point only, or 2 points rarely. Magic and Spiritual axioms "appear to
be somewhat more flexible".
So, the fact that there is an unfilled benchmark on the Tech chart between
24 and 26 tells us that Nippon Tech can only rarely produce a local axiom
shift that allows, say, personal energy weapons to be developed. Orrorsh
will never have a local axiom shift that allows standard rights of
individuals and rights of the group to be accepted, whereas Core Earth may.
Changing the number of entries on the chart, especially by removing empty
benchmarks, may change the way that local axiom shifts are limited. It might
be possible to come up with replacement limits with similar effects for a
given alternative chart, but that isn't a given.
